0c651d3d92 comparisons/uralkal: own tasks-execution-config 
Overrides the base tasks-execution-config-comparisons-v2 ConfigMap (mounted
at /etc/app/tasks-execution-config.json) for uralkal: all 16 workflow tasks
run on the k8s executor with 2 CPU / 4Gi requests.
