Subject: [PATCH] comparisons/uralkal: PGSSLMODE=disable

comparisons-api-v2 builds its postgres URI without sslmode, so both lib/pq
(migrations) and pgx (api) default to requiring TLS, which the uralkal
postgres does not serve.
